I do not see Short.cm doing enough marketing for their software to be used by general internet users.
Short.cm stands out to be the most easiest and accessible long links shortening software I have ever used. I recommend this software to any user who works on Twitter mostly as it has a character limit for its tweets. Also for organisations that require shortened links to present projects, etc to the teams.
