You will be able to do the project management (scheduling, tasks assignment, resources allocation, cost tracking) for all your projects in one place, where the team members can contribute and keep the plans up to date. The web version does the main job right but if you find it more difficult to use you just use the standalone Microsoft Project and upload the changes back to the server.
For Project Management, Micro Focus PPM includes all most every feature you need. You can manage your projects using work plans, project health, resource assignments, actuals, and costs. Additionally, you can get required approvals with workflows like sponsor approval or CR approvals. However, at project costing we need to make customizations due to lack of several outsource costs on it.
Ability to update project plans on the move in any location. Plans can even be updated offline and saved back to the server when the connection is reestablished.
Visibility of resource assignments across the company allows us to plan project start dates easily and effectively.
Being a Microsoft product, it is intuitive to administer and easy to configure to our individual requirements.
I would like to give 10 but there are lots thing to improve such as difficult to customize report, agile project integration with alm tool, custom financial an dynamic cost /benefit group type, dynamic project indicator and kpi. However it is because of standard already bundle as out of the box feature.
We have a Change Management Team for internal support of Micro Focus PPM. So, they give close and quick support to our problems. They contact product support when it is necessary. They regularly upgrade the product. Generally, I can say that there is a good support for this product.

There really is no learning curve, it's super user friendly, you don't need any experience prior and it's cost effective.
