TargetX works great for multiple departments, but will need to be somewhat modified to make sure each department has the data security they need. TargetX know enrollment, and does a good job putting together the pieces needed. Due to the way it is customized on Salesforce, it is very hard to use some 3rd party Salesforce AppExchange tools as they expect the data to be in a different model.
